From ACJA, Cybercrime to SMEs and Education: A List of Bills Vetted by Sokoto State Ministry of Justice

In the last three years, the Sokoto State Ministry of Justice led by the Attorney-general and Commissioner of Justice, Sulaiman Usman, SAN has drafted and vetted a huge number of bills that are aimed at ensuring social cohesion in the state.

These rules and regulations need to be set to maintain justice and equality in society.

The vast number of laws vetted by the Honourable Attorney General cover matters ranging from justice, cyber crime, social security, pensions, retirement, creation of an agency for SMEs, among others.

To develop as a society, the state needs to enable laws that will make its community a better place to live. 

Bills drafted and vetted by the Honourable Attorney General of Sokoto State

In the last one year of his administration Governor Aminu Tambuwal has demonstrated a strong capacity to challenge the status quo by being enterprising and innovative through the use of instrumentality of initiating bills for law making. Bills that have been prepared by the executive since the advent of Rt. Hon. Aminu Waziri Tambuwal’s administration are multi-faceted. The notable ones among them are;

1.Computer Misuse and Cybercrimes BILL 2015.

The evolution and development of computers, internet and information technology has removed the physical and geographic limitation to human activity and also led to the evolution and sophistication of crimes was associated with their use. For instance, in United States the cost of electronic crimes was estimated at ten billion dollars yearly by FBI. Bank accounts of companies and individuals in one country may be fraudulently debited in other countries. Identify theft process by which identify thieves gather information about individuals and use to obtain services and good masquerading as another individual is on the increase.

The need for repressing and controlling criminal activity in cyberspace, to protect computer systems any unauthorized access to computer data by hackers writing and distribution of viruses commission of violent crimes, partaking in terrorism, selling of drugs, identify theft, distribute child pornography, stealing of intellectual property and trade secrets, and illegally access private and commercial computer systems in formed the need for this Bill. 

2. Administration of Criminal Justice Bill, 2015  

This Bill seeks to domesticate the Nigerian Administration of Criminal Justice Act 2015.

3.A Bill for a Law to set up the Sokoto State Small and Medium Scale Enterprises Agency (SOSMEDA)

Small scale enterprises have facilitated in the transformation of any countries South East Asia such as India, Taiwan, Malaysia and Indonesia and the Latin American countries Italy, Uruguay and Argentina to mention just a few. Recently, there has been a decisive shift of emphasis from the lavish capital intensive, large scale industrial projects to small and medium scale industries because of their enormous potentials for rapid and sustainable development. Apart from their potential for ensuring a self-reliant industrialization, in terms of ability to rely largely on local raw materials, small scale enterprises are also in a better place to boost employment, guarantee a more even distribution of development in the state, especially the rural areas.

4.The Sokoto State Commodity Board Bill

Commodity boards were later conceived and established with wider objectives which includes; ensuring that prices of commodities are stabilized and farmers got adequate prices for their proceduce and ensure best possible net return, marketing of agricultural commodity produce with a view to generating revenue for social service delivery, reduction in commodity imports, boosting of industrial growth and generating employment and income.

5. Sokoto State Geographic Information System (SOGIS), BILL

This Bill Seeks inter alia to;

  1. To develop a digital system of cadastral records for land registry in Sokoto state.
  2. Conversion of land parcels hard copies documentation into vectorised representation to SCALE ion action.
  3. Replace production of the old certificate of Occupancies with modern and automated system.
  4. Creation of web portal qualifying GIS land administration system.
  5. New Estate and layouts creation.
  6. Handle any Geospatial Data of Sokoto state.

6.The Right to Education Bill, 2016

This Bill is one of the major achievement of the Tambuwal Administration which will crystalize the declaration of emergency in education by the Tambuwal administration in concrete terms. The Highlights of the Bill is the recognition and protection of right to education for Children between the area of Six and Eighteen years in Sokoto State. Sokoto State will be the first State in Nigeria to provide right to education which presently is only given the status of fundamental objective and directive principle of state policy under chapter two of the constitution of the federal republic of Nigeria 1999 as amended.

7.Social and Community Development Agency Bill, 2016

This Bill seeks to create Social and Community Development Agency for the execution of social and community development projects throughout Sokoto State. Tambuwal Administration has given high premium on rural transformation and delivery of social services to our people especially at the grassroots. The Agency will attract funding from International Development Association and agency of the World Bank and development partners.

8.Electoral Law 1979 Repeal and Re Enactment Bill, 2016

Realising the fact that the electoral law in Sokoto State is archaic and obsolete serving no useful purposes for modern times. The law was enacted in 1979 and since then no amendment has been made to it. That is why the Tambuwal Administration proposed this Bill to the State Legislature for repeal Electoral Law 1979 and re – enactment of Electoral Law 2016.  When pass into law the Electoral Law will be modern, simple and comprehensive. 

9. Zakat and Waqaf Commission Bill, 2016

This Bill seeks to create a legal body that will oversee the proper and judicious administration of Zakat and endowments in Sokoto State for the benefit of the poor and the needy in fulfilment of the commandment of Allah (SWT).

10.Sokoto State Harmonized Rates and Levies Bill, 2016

The Bill seeks to harmonise all taxes, rates and levies in the State in furtherance of principle of equality and justice. So that all indigenes will be charged where applicable of uniform taxes, levies and rates through.
